Hi, This card can be used with either a 5V or a 24V power supply. Both power rails with his fuse. I assume the 24V fuse is blown, but you can check that with a multimeter.
Just confirmed 5vdc input on the 5v header works fine, but I do prefer to power this with 24v.

The "inrd" command will read both opto-isolated and dry contact. The resistor selection is made with a jumper, and the 10k and dry contact have the same jumper position.
